JOB OVERVIEW

ACT Alliance is seeking a Project Finance Officer to provide dedicated finance and accounting support for the project “Accelerating Adaptation Action Through Faith-Led Advocacy in Africa.”

The successful candidate will support accurate project accounting, budget monitoring, donor compliance, financial reporting and proper documentation throughout the project cycle.

The role will work closely with project, programme and finance teams to monitor expenditure, identify financial variances, ensure donor requirements are met and provide financial information that supports effective project decision-making.

KEY RESPONSIBILITIES

Project Accounting

- Maintain accurate financial records for the assigned project.

- Ensure correct accounting codes are used.

- Maintain complete supporting documentation in line with donor requirements.

- Apply ACT Alliance financial procedures throughout project accounting activities.

Budget Monitoring

- Monitor project expenditure against the approved donor budget.

- Identify budget variances and potential underspending or overspending risks.

- Provide timely financial analysis to project management.

- Support project teams in understanding expenditure trends.

Donor Compliance

- Review project expenditure for eligibility and reasonableness.

- Confirm that expenses are appropriately authorized.

- Ensure costs are adequately supported by documentation.

- Check expenditure against donor rules and approved project arrangements.

Financial Reporting

- Prepare accurate and timely financial information.

- Support preparation of donor financial reports.

- Ensure reported expenditure agrees with accounting records and approved budgets.

- Maintain consistency and accuracy in financial reporting.

Expenditure Review

- Review invoices, contracts and payment documentation.

- Check supporting records for completeness and accuracy.

- Ensure expenditure is correctly coded and allocated to the appropriate project.

- Follow up on documentation or financial issues that require clarification.

Project Management Support

- Work closely with project colleagues on financial matters.

- Provide budget monitoring information.

Sub-Grants and Partner Financial Management

Audits and Budget Revisions

- Prepare financial documentation for donor audits and reviews.

QUALIFICATIONS AND REQUIREMENTS

- A university degree or professional qualification in Finance, Accounting, Business Administration, Grants Management or a related field.

- 3–5 years of relevant finance and project accounting experience.

- Experience in project accounting, budget monitoring and financial reporting.

- Experience working with donor-funded projects or international NGOs is preferred.

- Knowledge of donor financial requirements and expenditure eligibility rules.
