A leading international organization is seeking an experienced IT Program Manager & Business Analyst (PM-BA) to support the delivery of Global Information Security (GIS) and Infrastructure initiatives. The successful candidate will coordinate cross-functional technology projects, manage stakeholder engagement, gather business requirements, and ensure timely delivery of secure, scalable, and high-quality IT solutions.

About the Role

The IT Program Manager & Business Analyst will act as a key delivery partner across Security Engineering, Infrastructure, Identity and Access Management (IAM), Governance, Risk & Compliance (GRC), Security Operations, and User Services. The position combines project management, business analysis, governance, and stakeholder management to ensure successful execution of strategic technology initiatives.

Key Responsibilities

Project & Program Management

• Coordinate multiple GIS and Infrastructure projects from planning through delivery.
• Manage project schedules, milestones, deliverables, and cross-functional dependencies.
• Facilitate Agile ceremonies including sprint planning, daily stand-ups, backlog refinement, and retrospectives.
• Maintain project plans, RAID logs (Risks, Actions, Issues, and Decisions), and governance documentation.
• Monitor project progress and proactively resolve delivery risks and blockers.
• Prepare executive project reports, dashboards, and portfolio status updates.
• Coordinate project governance meetings, document decisions, and follow up on action items.
• Support resource planning and project prioritization across multiple workstreams.
• Collaborate with global teams while maintaining overlap with U.S. Eastern Time working hours.

Business Analysis

• Gather, analyze, and document business and technical requirements.
• Facilitate stakeholder workshops and requirement validation sessions.
• Translate business needs into user stories, functional specifications, and acceptance criteria.
• Maintain product backlogs and support prioritization using Jira.
• Develop and maintain system and process documentation.
• Ensure end-to-end traceability of business requirements throughout project delivery.
• Support User Acceptance Testing (UAT) and quality assurance activities.
• Identify process improvement opportunities and recommend practical solutions.
• Support audit readiness, compliance initiatives, and Governance, Risk & Compliance (GRC) activities.

Stakeholder Collaboration

• Work closely with project sponsors, business owners, technical teams, legal teams, vendors, and executive leadership.
• Foster collaboration across international and cross-functional teams.
• Provide regular project updates and ensure effective communication throughout the project lifecycle.

Qualifications

• Bachelor's Degree in Computer Science, Information Technology, Business Information Systems, Software Engineering, Project Management, or a related field.
• 3–6 years of experience in IT Project Management, Business Analysis, or technology delivery.
• Experience managing enterprise technology or infrastructure projects.
• Experience working in Agile or Scrum environments.
• Experience with GIS or Infrastructure projects is highly preferred.
• Experience in an international NGO or global humanitarian organization is an added advantage.
• PMP, Certified ScrumMaster (CSM), or equivalent certification is desirable.
