Job Overview

Machakos Technical Institute for the Blind is seeking a qualified and experienced Human Resource Officer to support the institution's human resource management and employee relations functions. About Machakos Technical Institute for the Blind

Machakos Technical Institute for the Blind is a Government Technical Training Institution located within Machakos Municipality, near the National Cereals and Produce Board depot along Konza Road.

The institution was established in 1958 to provide technical and vocational skills to people who had been affected by war. It was initially supported by the Royal Commonwealth Society for the Blind and its local partner, the Kenya Society for the Blind.

Over the years, the institution has developed its training and support functions to serve learners with different needs. Its work includes technical training and skills development, making effective human resource management an important part of maintaining quality institutional operations.

Job Goal

The Human Resource Officer will support the effective management of employees and contribute to the implementation of human resource policies and procedures within the institution.

The officer will provide professional HR advice, assist in addressing employee concerns, support workplace relations and help management make informed decisions relating to employees. The role will also contribute to maintaining compliance with relevant Kenyan employment legislation and institutional requirements.

Key Responsibilities

The Human Resource Officer will support the implementation of human resource policies, procedures and systems across the institution.

Key duties will include advising employees and management on human resource matters and providing appropriate guidance on workplace policies, procedures and employment-related issues.

The officer will support employee relations and help resolve workplace concerns in a fair, professional and confidential manner. This will include assisting with conflict resolution, behavioural management and other employee-related matters.

The successful candidate will also provide HR advisory services to management and employees, ensuring that human resource decisions are aligned with applicable policies and employment legislation.

The role will involve supporting effective communication between employees and management and promoting positive working relationships across different departments.

The Human Resource Officer will also participate in activities related to employee performance, staff welfare and general human resource administration.

The officer is expected to maintain proper HR records and ensure that employee information is handled with appropriate confidentiality and accuracy.

Other responsibilities may include supporting staff planning, employee engagement, disciplinary processes and workplace consultations as assigned by management.

The successful candidate will also assist in ensuring compliance with the Human Resource Management Professionals Act, applicable employment laws and other relevant regulations governing human resource practice in Kenya.

Qualifications and Requirements

Applicants should meet the following requirements:

Bachelor’s Degree in Human Resource Management or Business Administration.

At least three years of relevant experience in a similar Human Resource Officer position.

Must be a practicing member of the Institute of Human Resource Management (IHRM).

Good understanding of the Human Resource Management Professionals Act and other relevant employment laws in Kenya.

Strong understanding of human resource policies and workplace procedures.

Good communication and interpersonal skills.

Strong employee advisory and negotiation abilities.

Good conflict-resolution and behavioural-management skills.

Strong leadership and supervisory capabilities.

Ability to work effectively with employees at different levels of an organisation.

Good organisational and administrative skills.

Computer literacy and ability to work with standard office applications.

Strong confidentiality and professional ethics.

Ability to work effectively as part of a team.

Good decision-making and problem-solving abilities.

High level of integrity and accountability.
