JOB OVERVIEW

ProRecruit Versaatech is seeking an experienced HR Assistant Manager / HR Manager to oversee key human resource operations and support effective workforce management. The successful candidate will be responsible for recruitment, employee relations, HR policies, performance management, payroll coordination, compliance, occupational safety and health, training, licensing, audits and management reporting.

This is a senior-level HR position requiring approximately 10–15 years of relevant experience and the ability to work closely with senior management, department heads, employees, external stakeholders and regulatory bodies.

KEY RESPONSIBILITIES

Recruitment and Talent Acquisition

  • Manage the recruitment process from job description development through selection and onboarding.
  • Ensure recruitment procedures comply with company policies and applicable regulations.
  • Coordinate onboarding activities for new employees.
  • Maintain effective recruitment and employee documentation processes.

HR Policies and Procedures

  • Review, formulate and update HR policies in line with labour laws and organisational values.
  • Communicate HR policies and procedures to employees.
  • Organise employee awareness sessions and training on HR policies and workplace requirements.
  • Ensure policies are effectively implemented across the organisation.

Attendance and Shift Management

  • Oversee employee attendance tracking and leave management.
  • Manage shift rosters and ensure accurate HRMS records.
  • Monitor workforce utilisation and attendance trends.

Employee Relations

  • Handle employee grievances and workplace concerns professionally.
  • Support dispute resolution involving employees, supervisors and other stakeholders.
  • Liaise with labour unions where applicable.
  • Support wage negotiations and compliance with collective bargaining agreements.
  • Promote effective two-way communication between management and employees.

Labour and Regulatory Compliance

  • Ensure compliance with applicable labour laws, factory regulations, minimum wage requirements and contract labour regulations.
  • Oversee disciplinary processes and ensure proper documentation.
  • Support disciplinary committees and maintain accurate employee records.

Training and Development

  • Develop and maintain an annual training calendar.
  • Coordinate mandatory regulatory and employee development training.
  • Support succession planning and leadership development initiatives.
  • Identify opportunities for employee skills development.

Performance Management

  • Support the development of employee KPIs and performance targets.
  • Work with department heads and supervisors to establish measurable performance objectives.
  • Monitor productivity and manpower utilisation.
  • Coordinate performance appraisal processes.
  • Promote fair recognition and reward practices.

Payroll Operations

  • Prepare payroll input reports covering overtime, advances, loans, recoveries, adjustments, SACCO deductions, HELB and other relevant items.
  • Verify that payroll documentation has the required approvals.
  • Coordinate the submission of payroll information to the relevant personnel.
  • Prepare and review monthly payroll reports, including statutory reports and payroll variance analysis.

Occupational Safety and Health

  • Ensure compliance with applicable OSHA requirements.
  • Maintain occupational safety and health records, including inspection and incident documentation.
  • Coordinate employee training on fire safety, first aid, hazard communication and other workplace safety matters.
  • Develop and maintain emergency response plans.
  • Coordinate emergency drills and preparedness exercises.
  • Prepare required statutory safety and health reports.
  • Review workplace policies to ensure alignment with changing safety regulations.

Licensing, Regulatory and ISO Compliance

  • Monitor renewal of regulatory licences and certificates.
  • Maintain physical and electronic records of licences, certificates and compliance documents.
  • Ensure management can access required compliance documentation when needed.

Audits and Inspections

  • Act as a key contact person during regulatory, licensing and certification audits.
  • Coordinate OSHA-related inspections and audits.
  • Conduct internal compliance reviews.
  • Identify compliance gaps and support corrective action plans.

Vendor and External Stakeholder Management

  • Liaise with vendors, contractors, government agencies and local communities on relevant HR and compliance matters.
  • Monitor outsourced services such as security, housekeeping and contract labour.
  • Review service quality, compliance and workforce performance.

Management Reporting

  • Prepare daily and weekly HR operations reports for senior management.
  • Compile comprehensive monthly HR reports.
  • Provide management with information on workforce performance, compliance, attendance, productivity and HR activities.

QUALIFICATIONS AND REQUIREMENTS

  • A Bachelor's degree, HND, Diploma or related qualification in Human Resources, Business Administration, Management or a relevant field.
  • 10–15 years of relevant HR experience, particularly in a managerial or senior HR position.
  • Strong knowledge of employee relations and HR operations.

  • Knowledge of Kenyan labour laws and workplace regulations.
