About This Opportunity

Job Overview

A public institution is seeking to recruit a Commission Secretary/Chief Executive Officer (CS/CEO) to provide strategic leadership and oversee the day-to-day administration of the Commission. The successful candidate will serve as the Chief Executive Officer, Head of the Secretariat, Accounting Officer, and Custodian of all Commission records while ensuring effective implementation of the Commission's mandate.

Position Summary

The Commission Secretary/Chief Executive Officer will provide visionary leadership, oversee administrative and financial management, execute Commission decisions, supervise staff, and ensure the Commission operates efficiently, professionally, and in compliance with the Constitution, applicable laws, and public service ethics.

Key Responsibilities

Executive Leadership

  • Serve as the Chief Executive Officer of the Commission.
  • Head the Commission Secretariat.
  • Provide strategic leadership to ensure effective implementation of the Commission's mandate.
  • Drive the Commission's vision, mission, and strategic objectives.
  • Promote professionalism, integrity, and ethical standards throughout the Commission.

Administration and Operations

  • Execute decisions of the Commission.
  • Assign duties and supervise all Commission employees.
  • Coordinate and facilitate the implementation of Commission programs and activities.
  • Ensure staff comply with public service ethics and constitutional values.
  • Perform duties assigned under the law and by the Commission.

Financial and Resource Management

  • Serve as the Accounting Officer of the Commission.
  • Prepare annual plans, budgets, and financial estimates.
  • Oversee financial and administrative management.
  • Mobilize and manage Commission resources effectively.
  • Ensure prudent utilization of public resources.

Records and Governance

  • Serve as Custodian of all Commission records.
  • Ensure safe custody of all Commission documents.
  • Support sound governance and accountability.
  • Perform additional duties assigned by law and the Commission.

Qualifications and Requirements

Applicants should:

  • Be a Kenyan citizen.
  • Hold a degree from a recognized university.
  • Have at least five (5) years of proven management-level experience.
  • Demonstrate relevant experience in one or more of the following areas:
  • Electoral matters
  • Management
  • Finance
  • Governance
  • Public Administration
  • Law
  • Political Science
  • Meet the requirements of Chapter Six of the Constitution of Kenya.
